The message you received is a standard MediaWiki system notification. It appears on all pages that have been deleted, moved (since in MediaWiki, moving a page involves deleting the original and creating a new one), or protected from editing. It simply informs you about past actions taken on the page and does not impose any restrictions. At PBC, any prohibitions or restrictions are outlined in our general policies. As of now, there are no policies in PBC that prohibit the creation of a page about André Ferraz. Drafts, while not actively moderated, can still be deleted—for example, if they remain abandoned for a long period. The deletion reason code "D4," which applied in this case, indicates that the draft had been inactive for an extended time and showed no prospects of being published soon. Administrators periodically clean up the draft category by removing such pages. I have restored the draft so you can continue editing it.
